public-interest journalism non-profit/FactCheckerin is fact-checking initiative scrutinising for veracity and context statements made by individuals and organisations in public life Unless a miracle saves him or his supporters spill out on the streets this looks like the end of O Panneerselvam the courtier who wanted to be the king On Thursday Tamil Nadu Governor C Vidyasagar Rao ended the stalemate and power games in the state by inviting E Palaniswami to form the government He has been given 15 days to prove his majority in the Assembly With the governor’s decision to invite E Palaniswami —a proxy nominated by VK Sasikala’s camp after Chinnamma’s incarceration —to form the next government the acting chief minister faces a dark future that may end into oblivion The governor’s decision ensures that either Panneerselvam goes out and breaks the AIADMK with the support of at least two-third legislators or loses his Assembly seat His third option is of course to go back to the AIADMK and become its loyal servant again provided the powers that control the party forgive and forget O Panneerselvam PTI The law on elected legislators is clear: They can’t break away unless their new faction has the support of at least two-third of the elected members So in Panneerselvam’s case he can trigger a rebellion only if he has at least 100 legislators Given that he has just around a dozen MLAs in his camp a split in the AIADMK looks unlikely Though Panneerselvam has been expelled from the party he will continue to remain under the control of the party In 2016 the government had clarified in the Supreme Court that upon expulsion from a political party there is no automatic disqualification under the 10th Schedule of the Constitution from legislative assembly or Parliament and that member will continue as an unattached member as per the direction of the Speaker “However if there is any overt act of either joining any other political party voluntarily or defies any whip of any political party then he will attract the provision of the 10th Schedule and action can be taken against him by the Speaker" The Indian Express quoted thegovernment’s statement in the apex court This means if Panneerselvam and his supporters violate the AIADMK whip to support Palaniswami’s government in case of a floor test they could be expelled from the Assembly So if Panneerselvam wishes to remain a member of the legislature he would have to obey the diktat of the new high command In many ways the denouement appears rational and justified Panneerselvam was a proxy for J Jayalalithaa After her demise he had staked claim to her legacy citing his loyalty to the late chief minister But his current innings seems to have ended with Jayalalithaa Courtiers and proxies often meet this end With Palaniswami in the driver’s seat and the remote firmly in Sasikala’s hand it would be interesting to see how the new government deals with the BJP-led Centre The Centre needs the government’s support for getting its candidate elected as the next President of India The AIADMK numbers are crucial also in the Rajya Sabha where the government is currently outnumbered by the Opposition If Sasikala decides to avenge her humiliation by the Centre and decides to join the anti-BJP camp it would turn out to be a lose-lose situation for everybody who supported Panneerselvam and thwarted Chinnamma’s dream Perhaps the road to Jayalalithaa’s legacy was jinxed Everybody who tried to claim got scalded: Sasikala went to jail the BJP got checkmated and Panneerselvam might disappear joined the session by video conferences from four other cities — Bengaluru Kolkata Chennai and Hyderabad Together they made the practice session the biggest ever Not the record but getting a glimpse of the NBA Finals Most Valuable Player and share the floor with him was the biggest moment of their lives There were many who waited for Durant with the Warriors’ kit to get an autograph He obliged whoever he could The 28-year-old was at the NBA Academy in Greater Noida on the second day of his three-day visit to India which has been a busy one so far There have been welcomes where he is made to wear the turban walk the red carpet meet Bollywood actors and play with some school kids but that is not what he is here for and Durant knows it He also knows that to grow basketball they have to beat cricket “I haven’t played any cricket but I know how big the sport is in the culture I know it will take some time for basketball to take over but you got to start somewhere and this is a great start I want the team to keep growing its game and more and more kids to start” he said On Friday here he is in his basketball gear (more of practice kit and not the actual Golden State Warriors outfit) and is having a coaching session with the kids So far Durant has enjoyed his stay in India and wants to be himself for the remaining part of it “I’ll be myself” Durant said when asked what he plans for the remaining part of his visit “It’s been great so far I am trying to it one moment at a time Everything is overwhelming This much love and it’s appreciative from me and my team and NBA While I am here I try to be my best and learn and help it grow I hope people can come and see my passion that I have for the people and the game Hopefully I can comeback here The first visit is going good so far India which is coaching the 21 kids who were picked up after trials from all over the country Durant says someone from the country can make it big and it’s great to be the first player to visit an academy but more and more guys will like to do this to promote the game “I think someone (Satnam Singh) got drafted two years go and played the D-League for Dallas That was a huge huge step Even Sim Bhullar’s inclusion is also something big People look up and rise up the ranks and it’s just a matter of time (before we have someone from India in NBA) Basketball is growing and the demand is growing Just having the opportunity to come here and interact with the kids see their potential and to be one of the first guys to come here and see this More and more guys will want to be involved It’s cool to be the first guy to come here” he says The six-foot-nine-inch player has one more thing planned on his last day of the tour — a visit to the Taj Mahal Now Durant has always carried the personality of being himself Whenever someone doubted him he proved them wrong Even when doubts about his power rose he proved them wrong by winning the MVP in 2014 and then when he failed to advance to the Finals even once with the Thunders he made sure he did it in his first season with Warriors @KDTrey5 hits the floor at the NBA Academy to teach new moves to the next generation in India #GlobalGame to take a day at a time It’s hard looking at the future I wish I could tell you but you need to keep getting better I want to be prepared and focused from day one and I am working on my game every day and see what happens at the end of the season There is more resting so I can be more efficient and work smarter I am lifting weights more than anything I got on the courts a few times but rest is definitely important I got injured during the season for a month and my body was holding after that from rest of the season to the so I know how important is rest” he says But does Durant really care personality was on show on Friday as well While the world debates whether Cleveland Cavaliers’ player Kyrie Irving should go and if he does then where KD says he doesn’t care “I really don’t care about Kyrie Irving situation I just want the guys in the league to be happy wherever they play I want them to have some fun playing ball So wherever that is for Kyrie I hope he finds that But LeBron former vice-chancellor of Aligarh Muslim University Naseem Ahmad in connection with alleged irregularities and cheating in the appointment of an official in the university in 2005 The CBI action has come nearly 10 years after Ahmad had resigned from the position in 2007 He was the vice chancellor between 2002 and 2007 File image of Naseem Ahmad Image courtesy: News18 The case pertains to the appointment of Shakaib Arsalan as assistant finance officer in the AMU in 2005 in alleged violation of provisions of the AMU Act and rules officials said in New Delhi The CBI has registered a case of criminal conspiracy cheating and provisions of Prevention of Corruption Act against Arsalan (now Joint Finance Officer) finance officer Yasmin Jalal Beg and Ahmad they said It is alleged that the vacancy for the post of assistant finance officer (AFO) and deputy finance officer were advertised by the AMU on 1 January 2004 for which 22 candidates had applied Among the 22 candidates nine were found to be eligible for the post of the AFO which did not include Arsalan the preliminary enquiry of the CBI into the allegations has found Arsalan submitted a representation that his degree of Chartered Accountant is not being considered equivalent to a post-graduate degree in the shortlisting process whereas an AMU notification recognises these degrees as equivalent it alleged He requested for his consideration for the interview held on 3 February 2005 it said Beg then deputy finance officer allegedly in violation of laid down procedure recommended the candidature of Arsalan for an interview on the grounds that CA degree is the optimum qualification for any finance person and if a CA has applied for the position of the AFO he will be an asset for the department It has surfaced during the CBI preliminary enquiry that Beg had put the note even though the file was not marked to her the CBI alleged The note was forwarded through the registrar and approved by Ahmad it alleged The CBI preliminary enquiry also found that there was one more candidate with a CA degree with 60 percent marks and several other candidates who had scored over 55 percent marks in PG examination as per advertised eligibility conditions of the University the FIR said Arsalan in his representation had concealed that he scored less that 55 percent marks in CA examination and misled the officials by enclosing his part one marksheet which showed 55 percent marks it alleged Beg concealed that there was one more candidate with a CA degree and recommended Arsalan’s candidature as part of the "criminal conspiracy" it alleged Based on the interview Arsalan’s was one of the three candidates recommended for the position of AFO which was approved by the vice-chancellor on behalf of the Executive Council The CBI found that the vice chancellor can use special powers on behalf of the Executive Council of the University but such decisions mandatorily should be reported to the Council which was not done in the meeting held on 4 October 2005 the FIR alleged "It has thus revealed that Ahmad though not competent to relax the qualification deviated from the advertised qualification and approved the candidature of Arsalan to be called for interview for the post of Assistant Finance Officer in AMU Further the relaxation and deviation in the matter of appointment were not reported to the Executive Council and neither ratified from them" the FIR alleged By: Express Web Desk | Hyderabad | Published: December 15 2016 7:33 pm Allari Naresh in Intlo Dayyam Top News Allari Naresh’s a talk by Anil Gupta a prominent artist in the tattoo industry for nearly 35 years He spoke about advanced tattoo techniques Gupta said that tattooing has evolved like other artwork branching into several forms including abstract biomechanical mythological and many more The participants also discussed how there has been an apparent change in the mindset of those getting their bodies inked “In India the art form has traditionally been a gateway to be ‘cool’ Individuals got tattoos with no particular meaning People now want to get a tattoo that is an expression of their personal experience an extension of their emotions and feelings” said Sunny Bhanushali who has been a tattoo artist for 10 years and specialises in the hyper-realism form of the art At the workshop artists were given an
