Rabat – Morocco seeks to build on the positive performance of the tourism sector in 2016 and attract more tourists in 2017.Moroccan tourism activity recorded very positive results in February, with a 10.6 percent increase in arrivals at border crossings and 18.8 percent in overnight stays in tourist accommodation establishments.According to the Ministry of Tourism, tourist activity seems to be recovering in the beginning of 2017. Very positive results have been registered since November 2016. The majority of both traditional and emerging markets contributed to this upward trend at the end of February 2017, with a positive impact on Morocco’s main tourist destinations. The traditional markets, namely French, Spanish, German and British marked respective increases of 6 percent, 22 percent, 19 percent and 7 percent. Emerging markets also recorded strong performances, with an increase of 923 percent for the Chinese market, 82 percent for Russia, 62 percent for Japan, 32 percentfor the United States, 20 percent for Canada and 17 percent for the African market. The strategy of market diversification adopted by the Moroccan National Tourist Office (ONMT) is paying off.This tourist flow is reflected in the number of visitors to classified accommodation establishments (EHTC) since the beginning of this year. As of the end of February, the EHTC showed an increase in overnight stays of 14.8 percent, with an increase of 20.2 percent for non-residents and 4.1 percent for residents.The occupancy rate increased by 4 points with an additional 12 points for club hotels, 5 points for 4-star hotels and 3 points for 5-star hotels. This recovery was also observed at the level of the kingdom’s main tourist destinations, which recorded double-digit growth in the first two months of the year, according to the ministry. An increase of 17 percent was registered for Marrakech, 19 percent for Agadir, 37 percent for Fez, 25 percent for Tangier and 8 percent for Casablanca.To keep up this pace, the ONMT does not intend to step up its efforts. Sri Lanka has maintained good relations with both countries with several high-level visits taking place in recent years. Seychelles’ President Michel visited Sri Lanka last year during which time he extended an invitation to President Rajapaksa to visit the island nation.The two countries have also supported Sri Lanka at various international fora. Seychelles voted in favor of Sri Lanka at the 11th Special Session of the U.N. Human Rights Council in 2009. President Rajapaksa is scheduled to hold bilateral discussions with both President Jakaya Mrisho Kikwete of Tanzania and President James Alix Michel of Seychelles. The visit is part of President Rajapaksa’s vision of further strengthening South-South cooperation. President Mahinda Rajapaksa left this morning on a five-day state visit to Tanzania and Seychelles.Not only will this be President Rajapaksa’s first visit to both countries, but it will also be the first visit of any Sri Lankan President, the President’s office said. At the April 2013 meeting of the Commonwealth Ministerial Action Group (CMAG) when certain countries campaigned to relocate the 2013 Commonwealth Heads of Government Meeting (CHOGM) from Sri Lanka, Tanzania remained supportive of Sri Lanka hosting the summit in November.In Tanzania, President Rajapaksa will also attend the International Smart Partnership Dialogue in Dar-es-Salaam, the country’s capital. An Ontario neurologist stripped of his licence earlier this year was charged Tuesday with sexually assaulting 34 female patients in his care.Waterloo regional police said the charges against Dr. Jeffrey Sloka relate to alleged incidents between January 2010 and February 2017 that involved patients ranging in age from 17 to 51.The investigation into Sloka remains active following his arrest on Tuesday, Const. Andre Johnson said, adding police suspect there may be more alleged victims.“We take any sexual assault very seriously,” Johnson said. “One of this nature, given the amount of victims and someone in a position of trust is a concern.”The Ontario College of Physicians and Surgeons revoked Sloka’s licence in April after its disciplinary committee found the neurologist had sexually abused four patients and engaged in “disgraceful conduct” over the course of nearly a decade.Story continues belowThis advertisement has not loaded yet,but your article continues below.The committee said Sloka asked the patients to strip naked for physical exams and touched them inappropriately at times.According to an uncontested statement of facts in the disciplinary case, Sloka’s behaviour towards the women was “of a sexual nature and not of a clinical nature.”The document said that in one of the cases, Sloka removed a patient’s gown during an appointment and examined her with his face close to her body while squeezing and pushing her breasts.“Patients are at their most vulnerable in the examination room, where they rely on doctor’s expertise and professionalism when it comes to being physically touched or directed to undress,” the college’s prosecutor, Morgana Kellythorne, told the discipline committee in her submissions in April.“These patients were exploited and deceived by Dr. Sloka for his own sexual purposes. They turned to him seeking help for their medical needs and he preyed on them.”In addition to revoking his licence, the College ordered Sloka to pay more than $64,000 for the victims’ therapy expenses, plus $6,000 for the cost of the hearing.Sloka also signed a document agreeing that he would never again apply to practice medicine in Ontario or any other jurisdiction.College spokesman Shae Greenfield said there were 22 additional investigations into Sloka underway when his licence was revoked.This report by The Canadian Press was first published Sept. 24, 2019. read more
In presenting her annual report to the General Assembly’s Social, Humanitarian and Cultural (Third) Committee, the High Commissioner stressed that government action must be guided by human rights principles, which strike a balance between the enjoyment of freedoms and the legitimate concerns for national security.”The discretion granted to certain authorities to act must not be unfettered,” she said as the panel opened its comprehensive debate on issues relating to human rights. “The principle of non-discrimination must always be respected and special effort made to safeguard the rights of vulnerable groups. I am concerned that some governments are now introducing measures that may erode core human rights safeguards.”As for the current situation in Afghanistan, the High Commissioner noted that in light of past experience, she was particularly concerned at the prospect of retaliatory killings and other abuses of civilians if territory changes hands, especially in view of the climate of impunity that had led to the current human rights situation there.”It is essential that Afghanistan be assisted in ensuring accountability for the series of massacres and other human rights and humanitarian law abuses perpetrated in recent years,” she said.In her remarks, the High Commissioner also specifically addressed the situation of human rights in East Timor, the Middle East and Chechnya in the Russian Federation. Concerning the Middle East, Mrs. Robinson said the failure to resolve the fundamental problem of occupation, as well as human security for both parties, combined with the increased recourse to violence have exacerbated the frustrations of both communities and have further eroded the sense of security of Israelis and Palestinians.”I urge both Israelis and Palestinians to work towards ending the cycle of violence and a return to negotiations, the aim of which should be achieving peace through a just and durable solution, in conformity with fundamental standards of international humanitarian and human rights law,” she said. read more

NOAA Fisheries has a draft recovery plan to rebuild the population of Cook Inlet beluga whales. The end goal is to one day remove Belugas from the endangered species list. Mandy Migura with the National Marine Fisheries Service says the agency wants to use public comment on this initial draft to create the final version.“We would like the public to review the plan and let us know if we have missed any big issues or if they have any information that we haven’t considered that should be considered in this plan.”The public comment period opened Thursday last week and will close on July 14. Migura says Cook Inlet’s belugas have an estimated population of 340 whales compared to an estimated 1,300 whales back in the 1970s.She says NMFS first noticed the population’s decline in 1993 when the agency began its first comprehensive aerial surveys of Cook Inlet Belugas. The population was reduced by an additional 50 percent between 1994 and 1998 and that decline was attributed to unsustainable subsistence harvests.“We have worked with our co-management partners and since 1995 the harvest has been greatly reduced. There has been no harvest since 2005. Since then the population doesn’t appear to be rebounding like we thought it would.”NMFS has not been able to identify a clear reason why the population has not been replenished since subsistence hunts were closed. Migura says the final version of the recovery plan will come after the public comment period closes depending on how long it takes the agency to review and incorporate public input.She says public comment could be crucial to this process especially if individuals can not only point out concerns the agency might have missed but also provide specific information that should be added to the plan. read more
Ketchikan Independent Representative Dan Ortiz faces up to $6,000 in fines for campaign violations.The Alaska Public Offices Commission says he failed to properly report some campaign contributions and spending. It wasn’t anything that was planned. It wasn’t anything that was something that benefitted my campaign or anything like that.”Complaints were filed during and after last fall’s campaign for the House seat representing Ketchikan, Wrangell and part of Prince of Wales Island.They were filed by his Republican opponent, Chere Klein, and the district’s Republican Party organization. Ortiz won the election by 104 votes.He challenges some of the allegations in the complaints, while admitting others. A commission staff report recommends close to $6,000 in fines and repayment of an improper $316 contribution.The fines could have been far higher, but staff took into account his status as a first-time legislative candidate, as well as his cooperation.“It is what it is. And I look forward to making my case in front of the commission and whatever the decision is, I’ll live with it.”The violations and fines were on the agenda for a public offices commission meeting Wednesday.
